Have you ever wondered why there are so many ex-cons that go back to the jail? It's because they obviously not learned there lesson the first time they went to jail, well I have a way of fixing this problem and get it through there heads the first time they go to jail.
Lets say that everyone in the USA has a special I.D., and this I.D. keeps track of everything you buy. You use your I.D. when you buy your groceries ever month, to pay for gas, even to pay for college. Well let's say you break the law and you steal a car, you get caught and you go to jail. You serve your nine months time and you get out, but when your let out the punishments not over. Your taxes have been increased, and this is were your special I.D. comes into play.
Every time you buy something you are taxed more than everyone else is. If everyone else's tax on is like 7 cents per dollar spent, yours would be something like 50 cents per dollar.
This way the government would make more money and hopefully there would be less crime.
