The proposed bill, filed in May by Republican Senator John Coryn, is trying to put a stop to the practise by forbidding prisoners to receive or send items for profit. It is likely to face criticism from civil-liberties and human rights groups. Avid collectors set up sites selling the muderabillia. The top earners on the sites are highly notorious criminals such as Charles Manson and the late John Gacy. Critics, however, are arguing that even if the bill does pass, the lucrative trade will continue, all that will happen is that it will simply be forced underground.
